Effect

When casting and target any mobile, it will launch a Mind Blast that will deal a Cold Damage! It's a Delayed Damage of 1 second! Damage increase with Caster Magery Skill and Intelligence Stat! Damage is Reduce by Cold Elemental Resistance! Not Effected by Slayer Spellbook!
