Effect

When casting and target any mobile, it will launch a Harm that will deal a Cold Damage! It's a NOT Delayed Damage! The Damage Decrease according to how far the Caster is to he Target! At 2 Tiles Range 1/2 Damage and at 2 Tiles Range and More 1/4 Damage! Damage increase with Caster Evaluating Intelligence and Inscription Skills and with Items Mods Spell Damage Increase! Damage is Reduce by Cold Elemental Resistance!
